
REQUEST FOR PROPOSALS: VENTURA COUNTY DACIP PROJECTS
On behalf of the Los Angeles-Ventura Disadvantaged Community Involvement Program (DACIP), also known as WaterTalks, made possible through grant funding from the California Department of Water Resources (DWR), we invite stakeholders in Ventura County to respond to the RFP seeking competitive projects that would serve Disadvantaged Communities (DACs). There is approximately $485,000 available for projects under this grant. Funding will be distributed between selected applicants.
Goal:
The goal of the grant program is to identify projects that will benefit under-served or disadvantaged communities (DACs), economically distressed (EDAs), and other underrepresented communities in Ventura County.
Eligibility:
Disadvantaged Communities (DAC’s) definition from the California Public Utilities Commission:
“Disadvantaged communities refer to the areas throughout California which most suffer from a combination of economic, health, and environmental burdens. These burdens include poverty, high unemployment, air and water pollution, presence of hazardous wastes as well as high incidence of asthma and heart disease. One way that the state identifies these areas is by collecting and analyzing information from communities all over the state.”

Eligible Activity Types Include:

Facilitation | Facilitated RWMG meetings, facilitated project development meetings |
Technical Assistance | Public Agency/Elected Official Capacity Building, Facilitation, Agency staff training |
Governance Structure | Facilitation, increase DAC involvement in decision making, assess water charges/rate plans, assess consolidation of water providers, Enhancement of DAC Aspects of IRWM Plans |
Site Assessment | Water quality assessments, median household income surveys, data and mapping activities |
Enhancement of DAC Aspects in IRWM Plans | Development of Funding Area-wide DAC plan to be utilized as a unified approach for all IRWM plans |
Project Development Activities or Construction | Environmental Compliance, Pre-Construction Activities, Site Assessment, Grant Writing, Project Development |
Financial Strategy | Provides aid with grant applications or similar. |

Application Submissions are currently being accepted.
Once projects have been submitted they will be reviewed by WCVC IRWM representatives and then the WCVC DAC Committee for consideration for grant funding. Applicants may be contacted and asked to provide more information about your project(s) submittal. Applicants will be provided with updates as the process moves forward.
